The meeting started with special guest, nine-year-old Nicky Snow leading the Pledge of Allegiance.
James Evans, Natural Resources Director, City of Sanibel gave a presentation on the revised Caloosahatchee Watershed Regional Water Management Issues White Paper.
Evans stated that even though the Caloosahatchee River is not in Estero’s neighborhood, what’s going on there will have an impact on Estero’s property values, environment and the overall quality of life of its residents. (Presentation)
Caloosahatchee Watershed Regional Water Management Issues White Paper
Council approved the request from City of Sanibel Mayor Kevin Ruane to endorse the revised Caloosahatchee Watershed Regional Water Management Issues White Paper. The Paper addresses both the long term and short term projects that will help reduce impacts to the flows to the Caloosahatchee River. The goal is to improve water quality while preserving sustainable agricultural areas. (White Paper)
Council approved this resolution urging the State of Florida and the U.S. Army Corps of Engineers to accelerate the planning and design process for the “EAA Storage & ASR/Decomp Ph2” Project.
The goal is to accelerate the planning process from 2020 to 2017. (Resolution)
Lee County Sheriff’s Office – Edward Byrne Memorial Justice Assistance Grant
Council approved endorsing the Lee County Sheriff’s Office letter in support of the disbursement of the Edward Byrne Memorial Justice Assistance Grant. Lee County has been allocated $187,878 in grant funding and will be allocating it for a number of projects for the Lee County Sheriff’s Office, Lee County Port Authority Police, Lee County Human Services, among others. Comprehensive Plan Agreement
Council approved the Comprehensive Plan Agreement with LaRue Planning & Management Services, Inc. This contract is a two-year project to provide the Village with its first Comprehensive Plan. (Agreement)
Election Services with Lee County Supervisor of Elections
Council agreed to continue the agreement for election services with Lee County Supervisor of Elections Sharon Harrington until August 31. Village Attorney Burt Saunders will work to get a clarification on several items in the agreement.
Land Use Attorney Agreement
Council approved the agreement with Land Use Attorney Nancy Stroud of Lewis Stroud & Deutsch, PL. Ms. Stroud assists the Planning and Zoning and Design Review Boards with complex issues in the land development process. (Agreement)
Resolution No. 2016-22
Council approved this resolution vacating an easement and right-of-way for the Genova project located on the northeast corner of Corkscrew Road and Via Coconut Point. The easement extended through the center of the property and was located where Sandy Lane was envisioned, but the road was built further to the west and is now called Via Coconut Point. (Resolution)
This was the first reading of this Ordinance pertaining to an amendment to the Coconut Point DRI Development Order and Master Concept Plan to correct an error in the trip generation numbers which were inadvertently added to the Lee Memorial Health System parcels.
The second reading and public hearing will be on August 31, 2016. (Ordinance)
Community Development Budget Process
A representative of Calvin, Giordano & Associates, Inc., which has been providing Building Department services to the Village, gave an overview of work performed over the past 7 months. Council asked him to return with solutions to some of the existing problems
