Arbor Day Foundation

Mayor Joanne Ribble read a proclamation in honor of Arbor Day, which is April 24, 2026.  The proclamation states that the Village recognizes Arbor Day in Estero and urges all citizens to celebrate Arbor Day and to support efforts to protect our trees and woodlands.

April1 2026 Council Meeting

Mayor Joanne Ribble and Councilmembers presented proclamations to Estero High School seniors Madelyn Alaine Millette and Trista Nicole Timm who were congratulated for receiving the Cambridge Merit Award  Brooke Avery Lentz also received this award but was unable to attend the meeting.

Included in all of the photos are the parents of the students, Estero High School principal Jennifer Seluk, vice-principal Timothy Dougherty, the Cambridge Coordinator Mrs. Taylor and Lee County School Board member Bill Ribble.  These are the proclamations for all students being honored.

Code enforcement lien mitigation for 20150 Sherrill Lane

Residents  of 20150 Sherrill Lane, Broadway Mobile Home Village, were requesting a code enforcement lien mitigation.

Council accepted the owner’s request; however, the owner is required to pay the Village’s costs of initial enforcement ($300.19) in consideration of the waiver.

Ordinances

First Reading

Ordinance 2026-02 – condominium and cooperative milestone inspections.

There was a first reading of this ordinance setting certain requirements regarding condo and cooperative milestone inspections and repairs, and to undertake an enforcement role in order to meet state statutes.

Council voted to adopt Ordinance No. 2026-02 on the first reading and scheduled a public hearing for April 15, 2026.

Ordinance 2026-01 – building code and construction standards

This ordinance requires that hotels, motels, commercial buildings, and multi-family structures be constructed using concrete to enhance durability, fire resistance, and storm resilience, while reducing long-term maintenance costs, preserving property value, and improving resistance to pests.

Council voted to adopt this ordinance.

Vulnerability Assessment Elevation Certificate update

April1 2026 Council Meeting

Public Works Director David Willems described the Vulnerability Assessment project which includes grant funding to obtain elevation certificates for Estero residents.

An elevation certificate is an official record used to document a building’s height in relation to expected flood levels.

The map above identifies properties requesting elevation certificates, marked with X’s. Areas highlighted in yellow and green fall within the special flood hazard area and will be prioritized to receive the certificate.

To date, the Village has received more certificate requests than anticipated which have exceeded the grant funding available for the project.

No voting occurs during workshops, however, there was a consensus by Council to amend the contract to add $70,000 to complete all of the requests that are in the special flood hazard area.
