Planning & Zoning Board

An interview was conducted with the one remaining applicant for the Planning & Zoning Board.   Council then voted to appoint Bill Campos to the Board for a term starting with today’s date through March 31, 2018.

Conservation 20/20 Referendum Presentation

Marisa Carrozzo, Natural Resource Specialist with the Conservancy of Southwest Florida, gave a presentation on the importance of residents supporting the November 8 referendum concerning Conservation 20/20.  She indicated that voting “yes” on the ballot will help safeguard Lee County’s long-term economic and environmental sustainability and quality of life by continuing to protect the County’s natural resources.  The program benefits aquifer recharge, wildlife habitat, and flood control and, if the residents vote yes, it could lead to the purchase of the Edison Farms property which is the headwaters to Estero Bay.

Resolution 2016-14

Council approved an amended Resolution 2016-14 supporting passage by the voters of Estero and Lee County with a “yes” vote in the November 2016 general election for the continuance of Conservation 20/20.

Workshop Item – Capital Improvement Program

Village Manager Steve Sarkozy and Finance Director Lisa Pace reviewed the preliminary Capital Improvement Program which must be adopted by August 15.

Public input from several community workshops and individual emails, the FGCU infrastructure study and the Estero Community Improvement Foundation Study all have common elements. Council agreed that the projects to be taken on should be set at high standards even if that means other projects would have to be somewhat delayed for budgetary reasons.

The Capital Projects will be paid from a portion of the unallocated general fund, gas taxes, impact fees, community park impact fees and regional park impact fees.

By identifying projects based on a 7 year term vs 5 years, the projects could be paid on a cash basis instead of borrowing funds.

Public Comment

Several members of the public spoke mentioning that the Village should research alternative funding sources in order to assist in capital improvement projects; protecting Estero Bay; walkways along the Estero River; reducing the width of the Estero Parkway car lanes from 12 feet to 11 feet on each side to allow 2 additional feet to be added to the bike lane.

Land Development CodeThis was the 11th revision of this document adopting amendments to the Comprehensive Plan for the new land use category of Village Center to be transmitted to the State of Florida and other reviewing agencies.

Public Comment

Ten residents spoke in support of the amendments; one developer’s representative stated they still had questions.

Council voted unanimously to adopt this ordinance.

Ordinance 2016-07

This ordinance addresses the amendments to the Land Development Code for the new Estero Planned Development District to be transmitted to the State of Florida and other reviewing agencies.

Public Comment

Several residents commented in support of the Land Development Code amendments while several developer’s representatives stated they still had questions.

Council voted unanimously to adopt this ordinance.
