The Reef Phase II
The applicant is requesting two things for this property: a Comprehensive Plan amendment and a rezoning from Commercial Planned Development to residential for 60 multi-family units on this 5-acre parcel.
The Reef is a student living apartment complex. It is located on the northeast corner of the intersection of Estero Parkway and Three Oaks Parkway, adjacent to The Reef Phase I.
The applicant stated that changing the zoning from commercial to residential would greatly decrease the traffic impacts on Three Oaks Parkway. Their traffic expert noted that a commercial shopping center would create 357 trips per hour versus 75 trips per hour by students departing and returning to the apartments.
The applicant stated that FGCU currently has 14,846 students and predicts to have 23,718 by 2021. Since FGCU does not intend to add additional dormitories to their campus, these student apartments are filling a need.
The apartment buildings will be three stories, or 35 feet tall, and be the same color tones as those used in The Reef Phase I. The site will also include up to 278 parking spaces. The number of parking spaces is required to accommodate the number of students per apartment.
The applicant plans an enhanced, undulating buffer along Three Oaks Parkway with tall trees and a double row of hedges, using native products. This buffer will help screen the parking lot from those passing along Three Oaks Parkway.
The applicant also asked for a deviation allowing a monument sign on the southwest corner of their property on Three Oaks Parkway and Estero Parkway. (Presentation)
The Board voted to recommend the Village Council approve the applicant’s two requests with a number of conditions.
