Amendment to Interlocal Agreement – Estero Fire Rescue District impact fees

The Village collects fire impact fees for permits issued in Estero and remits them per interlocal agreement to Estero Fire Rescue. Lee County’s impact fees for Fire and EMS were recently updated.
The updated fees will result in some additional revenue to the Fire District depending on the level of permitting activity. The Village retains a 3% fee to offset the cost of administering the program.
Council approved this amendment.
Amendment to Interlocal Agreement – San Carlos Park Fire Protection & Rescue Services District impact fees
The Village has an interlocal agreement with both Estero Fire District and San Carlos Park Fire District to collect fire impact fees at time of building permit. Both agreements are from 2017 and need to be amended to reference the new fees:

River Ranch Road traffic calming & safety improvements

Councill approved a change order to a contract with Trebilcock Consulting Services to provide calming and safety improvements to River Ranch Road. This change is not to exceed $34,600, with a $3,400 contingency for additional services that may be required to complete the project.

First Amendment to Service Agreement – Kemper Sports Management LLC

Following a successful first year of operations at the SportsPark Campus, Kemper Sports has submitted a proposal to renew its facilities management agreement for an additional 24 months.
Will Spence, Kemper Sports, gave an update and responded to Council questions.
This annual reengagement contract will continue to cover comprehensive day-to-day maintenance and operational oversight of the campus, including the high school football stadium, hard courts, soccer and baseball fields, and all associated support facilities.
Council approved this amendment to the services agreement between the Village and Kemper Sports Management LLC for $218,688 per year.

Second reading & public hearing
Ordinance 2026-03 – non-conforming lots
There was a second reading of this ordinance addressing non-conforming lots. Village staff have identified a provision in the Land Development Code addressing construction on non-conforming lots which creates confusion on its interpretation and recommended this provision be removed from the code.
Council voted to adopt Ordinance No. 2026-03.
Council Communications
Michael Comparato of Vieste LLC delivered a brief presentation on the northern portion of Estero RiverPark, which has not been designated as an environmental preserve. He outlined a strategy to engage developers in public-private partnerships for this area, with the goal of generating revenue to help support and sustain the park’s southern preserve.
