Mayor Joanne Ribble and Councilmembers presented a letter of recognition to Estero High School student Delany Felton who ranked 13th in her senior class with a weighted GPA of 5.30, earned her AICE Diploma and was recognized as an Outstanding Cambridge Scholar for her academic excellence.  In addition to her leadership in student governance, she is also committed to community service, volunteering with the Ronald McDonald House, Estero Life Care Center, and other local projects.

Mayor Joanne Ribble and Councilmembers presented a letter of recognition to Estero resident and Bonita High School senior Abbi Morales who earned an impressive 4.56 weighted GPA while balancing a demanding athletic schedule, including three years as a varsity wide receiver on the flag football team and three years on the varsity soccer team. Her ability to excel in both academics and athletics reflects her exceptional work ethic, discipline, and commitment.

Mayor Joanne Ribble and Councilmembers presented a proclamation to Beth Haley and former Councilmember and Mayor Katy Errington (on Zoom) in honor of American Gold Star Mothers of Southwest Florida, Inc.  This organization provides strength in the fellowship of other Gold Star Mothers who strive to keep the memory of their sons and daughters alive by working to support veterans, active duty service members, their families, families of the fallen, and the community.

Code enforcement mitigation request

Council considered a request for a code enforcement lien mitigation from SWFL Park Place LLC relating to the property at 20660 Park Place, Estero, FL 33928 in the Estero River Heights Community.

Council voted not to release the Village’s code enforcement lien against the property. The owner will be required to pay the full cost of the lien ($24,000) as well as the Village’s costs of investigation ($300).

Interlocal agreement between the Village and Lee County for collection of County EMS impact fees

Lee County’s Fire and EMS impact fees were recently changed and adopted effectively on May 4, 2026. An interlocal agreement was needed to provide for the continued collection of EMS impact fees.

Council voted to approve this agreement.

Public Hearings Resolution No. 2026-06 – final non-ad valorem assessment roll for Sunny Grove Park, Inc. package plant to central sewer conversion project

Sunny Grove Park, Inc (SGP) is an established community at 20850 S Tamiami Trail in Estero that is not connected to the centralized sanitary sewage system.  It has been treated onsite by what is known as a “package plant” which treats sewage onsite and is privately operated by SGP.

The Village has determined that the SGP package plant is failing and has contributed to discharges which are harmful to the SGP community’s property values, its environment, water quality, and does not comply with state and federal environmental regulations.

This conversion project will result in the decommissioning and demolition of the SGP package plant and placing the SGP community onto the Lee County Utilities sanitary sewer system.

Local governments can use a special assessment method to pay for these projects. Pursuant to Florida Statutes, a local government must adopt a non-ad valorem assessment roll at a public hearing when the assessment levy is established for the first time.

Council voted to adopt this resolution.

Resolution No. 2026-07 – final non-ad valorem assessment roll for Cypress Bend RV Resort package plant to central sewer system conversion project

Cypress Bend RV Resort (Cypress) is an established community at 20224 Orange Tree Lane in Estero that is not connected to a centralized sanitary sewer system. Instead, wastewater has historically been treated onsite by a privately operated “package plant” maintained by Cypress.

The Village has determined that the Cypress package plant is failing and has contributed to discharges that adversely affect property values within the community, as well as the surrounding environment and water quality, and does not comply with state and federal environmental regulations.

In this case, the conversion project will result in the decommissioning and demolition of the Cypress package plant and placing the Cypress community onto the Lee County Utilities sanitary sewer system.

First Reading & Public Hearing

Zoning Ordinance No. 2026-04 – Estero Fire District Rezoning

Estero Fire Rescue is requesting to rezone approximately 9.5 acres located on Three Oaks Parkway, just south of Corkscrew Road.

The rezoning will allow construction of a 10,000 square foot storage building and associated parking on the vacant portion of the site. They are also requesting a small (3,000 sq. ft.) expansion of the 16,000 square foot fire station.

Council passed the first reading of this ordinance and set a second reading and public hearing for June 3, 2026.

Fiscal Year 2026-2027 Capital Improvement Plan review

Public Works Director David Willems presented the first draft of the Fiscal Year 2026-2027 Capital Improvement Plan which outlines the Village’s plan for completing capital projects over the next five years.

No voting occurs during workshops.
