Mike Kelly, Director of Business Development & Broadcasting, Brad Ralph, Head Coach, and Jesse Kallechy, Assistant Coach, accepted a proclamation and key to the Village presented by Mayor Katy Errington.

Council started the meeting with a proclamation and presentation of the key to the Village of Estero for the Florida Everblades.  The proclamation congratulated the team for the hard work, dedication, sportsmanship, talent and exceptional team chemistry which helped them win the championship against the Toledo Walleye.  Go Blades!

Council then approved a contract with N. Harris Computer Corporation to provide “CityView” software for the Community Development Department.  They authorized Village Manager Steve Sarkozy to execute the contract including revisions resulting from final negotiations, and related documents, including annual renewal (maintenance) fees on behalf of the Council.  Cost of the contract is $397,379 with a 15% contingency amount of $49,153.

Resolution 2022-11 – Coccoloba Chapter of the Florida Native Plant Society Memorandum of Understanding

River Oaks

Council approved this resolution. The Coccoloba Chapter of the Florida Native Plant Society is a 501{C){3) organization run by volunteers with the mission to promote the preservation, conservation and restoration of native plants and native plant communities of Florida.

This partnership allows residents, FGCU students, and other organizations to participate in hands-on activities to learn about the Florida environment. The organization will create nurseries for native plants and the revenues generated from the nursery will help fund the continuation of the project.

According to this agreement, the Village will pay the group $3,000 per month for maintenance, plants for public areas, security and upgrades to the “River Oaks Preserve”.  Funds of $150,000 were allocated by Council for closing costs and initial maintenance of the parcel.

Scotty WoodResolution 2022-17 – Appointing Chairperson of the Planning, Zoning & Design Board

Council approved this resolution appointing Scotty Wood as the Chairperson of the Planning, Zoning and Design Board.  Under Resolution No. 2021-03, the Planning, Zoning and Design Board has two Co-Chairs that were appointed by the Council on March 3, 2021. Co-Chair Howard Levitan resigned on March 8, 2022, leaving Scotty Wood as the sole Co-Chair.


corkscrew crossingOrdinance 2022-04 – Establishing a Community Development District for the Corkscrew Crossing property

Council passed this first reading of this ordinance and set a second reading for July 6, 2022.   Florida law established “Special Districts” which are units of government that operate within a limited geographic boundary.  Corkscrew Crossing is a 395-acre site located on Corkscrew Road between Wildcat Run and The Preserve and Bella Terra. The Village approved the development for a single-family home subdivision on the site which is now under construction by GL homes.

miromar outlets proposed signageOrdinance 2022-02 – Miromar Outlets signage

Council conducted a second reading and public hearing for this ordinance pertaining to an amendment to a deviation approved in the Miromar Outlets Commercial Planned Development zoning to replace four project identification signs. The signs are located on Corkscrew Road, I-75 and Ben Hill Griffin Parkway. The replacement signs will change the signs’ style and color, height, setbacks, and locations. Miromar Outlets is located at the northeast corner of Corkscrew Road and I-75.

The applicant stated that over 8 million visitors come to the mall each year, of which the largest percentage are tourists.

Public Comment: 1 eComment card was sent to the Planning, Zoning and Design Board in support of the signage.

Council approved this ordinance with conditions.

Workshops

budgetFY 2022/2023 Budget introduction

Village Manager Steve Sarkozy gave an overview of the budget process and timeline.

The public hearings for the proposed 2022-2023 budget and capital improvement plan will be held at 9:30 a.m. on July 6 and July 20 and the public hearings for the budget and millage rate will be held at 5:30 p.m. on September 8 and 21.

Public Works Director David Willems reviewed a number of the 2022-23 capital improvement projects which include roadway, landscape, parks & rec, stormwater and utility expansion.

wastewater Package wastewater treatment plan utility extension project update

Public Works Director provided an update on the extension of utilities to the three mobile home communities currently using package wastewater treatment plants, which are: Estero Bay Village and Sunny Grove, both of which are located along the Estero River, and Cypress Bend. All of these communities include single-family lots with private package plants but no sewers. The objective is to improve the water quality in the Estero River.

Council reviewed the rules of procedure which purpose is to ensure that the public’s business is managed efficiently and effectively and to promote order and cooperation in the deliberation of public policy.

Council came to a consensus to hold another workshop on July 6 on this important subject.
