Resolution 2024-23 – Mayfair Village property

In 2007, Lee County rezoned this 5.5-acre parcel located on East Broadway, east of the railroad and west of Sandy Lane, for a 16-lot single family subdivision.  As part of the zoning, the County included the construction of a road on the west 100-feet of the property.

This resolution amends the zoning to rescind the road to accommodate Lennar’s new plan for a single family subdivision on the property.

Council adopted this resolution.

Resolution 2024-24 – Seminole Gulf agreement (BERT)

This agreement, which is to be between the Trust for Public Land, Collier County, the City of Bonita Springs, and the Village, acknowledges the responsibilities of these parties in moving the Bonita Estero Rail Trail project forward with efforts to obtain the necessary grant funding from state and federal sources.

The resolution also authorizes the Village Attorney and Village Manager to accept minor revisions requested by the other partners based on their respective legal reviews, so long as such revisions do not alter the core terms of the agreement or increase the Village’s financial support which will be limited to $10,000.

Public Comment: 1 resident spoke in favor of this agreement.

Corkscrew Road landscaping & irrigation contract amendment

Corkscrew Road improvements project

The proposed Corkscrew Road improvements project starts at Ben Hill Griffin Parkway to the eastern side of Bella Terra (the Village’s eastern boundary). The project includes the construction of a 10-ft wide pathway with landscaping on both sides of the road, median landscaping, and decorative street lighting. The design and permitting of the project have been completed and the Village’s consultant has obtained 90% of the required easement. The last remaining easements are expected to be obtained in the next 1-2 months.

Staff worked with Wright Construction to determine the cost savings of removing the proposed landscaping and irrigation along both sides of Corkscrew Road.  Council agreed that the landscaping along the sides of the road provides a linear park which should be included in the project and that monies could be saved elsewhere.

Pavement striping and marking services

Council approved awarding pavement striping and marking services to McShea Contracting LLC for the amount of $577,194, with a contingency amount of $57,000.

Various roadways and surfaces in Estero are in need of line and marking repainting and thermoplastic applications.  This is both for public safety as well as appearance. The project is estimated to begin in January.

Grant management services

Council approved the scoring evaluation for grant management services and authorized Village Manager or his designee to pursue a contract(s) with the top two scoring firms,  Kimley-Horn  and Hagerty Consulting.

Lee County maintenance facility

Lee County Maintenance Facility

On November 6, 2024, Council approved an interlocal property sales agreement with Lee County. The Village will purchase 25.5 acres of property from Lee County for $700,000. A condition of the sale is the Village will relocate the County’s existing maintenance facility from the purchase property to the remaining park property owned by Lee County.  The maintenance facility needs to be moved to make room for a road into the Sports Park.

Council approved a contract with GMA Architects to provide architectural services for the maintenance facility. The contract amount is $154,425 with a $15,500 contingency for additional services that may be required to complete the project.

Lee County Maintenance Facility Construction Manager at Risk

Council approved a Construction Manager at Risk agreement with Chris-Tel Construction, Inc. for the Lee County Maintenance Facility at the Estero Community Park.   Chris-Tel will provide preconstruction services for the project throughout the project’s design and permitting, providing input, scheduling and cost estimates

The financial impact for pre-construction services is $29,380.

The guaranteed maximum price amendment will be approved by Council, at a later date.

Estero Sports Park

In an effort to expedite the Estero Sports Park project, Village Staff recommended hiring Atwell to design and permit this project. Atwell will use the concept plan created by Perez as the basis for their engineering design.

Council approved a contract with Atwell for $200,000, with a contingency of $20,000, to provide design and permitting services for the park.  There are low quality wetlands in the wooded area of the property which will need permits from SFWMD and USACE; the wooded area is comprised of exotics.  Atwell is expected to take approximately 2-3 months to prepare and submit the permit application.

This contract does not include the preparation of construction documents; those documents will be created through a separate contract.

Village Manager’s Report

Village Manager Steve Sarkozy reported on the appointment of Public Works Director David Willems to the Lee County Advisory Committee (Disaster Advisory Council).  Public Works Project Manager Robert Wiley will serve as Willems’s alternate,
