Resolution 2023-16

Council approved this resolution adopting the tentative millage rate and tentative levying of ad valorem taxes for fiscal year 2023-2024 at a millage rate for fiscal year 2023-2024 of 0.7500 mills ($0.7500 per $1,000 of assessed property value).

This was the first formal hearing.  The second and final public hearing will be held on September 20, 2023 at 5:05 p.m.

Resolution 2023-17

Budgeting ProcessCouncil approved this resolution adopting the tentative budget for fiscal year 2023-2024.

Public Comment on non-agenda items: 6 residents from Fountain Lakes spoke of their concerns about traffic and safety issues associated with an easement on Fountain Lakes Boulevard with the proposed development of a dental office on the adjacent property.

Resolution 2023-21 Replat for RiverCreek Phase III at Corkscrew Crossing

RiverCreek Phase 3

RiverCreek Phase III consists of 200 lots at the south end of the Corkscrew Crossing site. The plat is a “map” that depicts lots, open space, preserves, lakes and the general configuration of the property.

The total project area is 395 acres and is located at 12840 Corkscrew Road between Wildcat Run and The Preserve at Corkscrew.

Council approved this resolution.

Resolution 2023-22 Replat Tract B of Estero Town Commons (Wawa gas station/convenience store)

WaWa

This property is a part of the Estero Town Center (Lowe’s Plaza), and the site was formerly a Ruby Tuesday’s restaurant. It is located on the southwest corner of Corkscrew Road and Estero Town Commons Place.

Wawa is planning to construct a 5,537 square foot building with convenience store and gas station on this site.

Corkscrew Road (I-75 to Ben Hill Griffin) landscape design contract

Council approved a contract with Johnson Engineering for $214,500, with a contingency of $21, 400, for the design and engineering for landscaping along Corkscrew Road from Corkscrew Woodlands Blvd. to Ben Hill Griffin Parkway.  This project will fill in the 2,300-foot landscaping gap along Corkscrew Road from the DOT’s landscape project at I-75 to Ben Hill Parkway.

Resolution 2023-19 US 41 north community aesthetic feature agreement

Monument Sign

Council approved this resolution pertaining to an agreement with the Florida Department of Transportation for an Estero monument sign to be located south of Breckenridge Drive on US 41.  Approval of this resolution is required to obtain a FDOT right of way permit.

Williams Road widening contract

Williams Road Widening

Williams Road is currently a two-lane road. Development of the North Point property, located north of Williams Road between US 41 and Via Coconut Point, is expected to require Williams Road to be widened from the existing two lanes to four lanes from US 41 to Via Coconut Point. The first step is to hire a consultant to assess this portion of the Williams Road corridor and then design and permit the required improvements.

Council approved a contract with Kisinger Campo & Associates for the preliminary engineering and design of the Williams Road widening project. The contract was approved for $577,133, with a contingency amount of $57,700.

Public Comment: 1 resident spoke of his concerns about the exist from Walgreens onto Williams Road being a safety issue because people are not following the proper directions.

US 41 median landscape contract

Council approved a contract with P & T Lawn & Tractor Services for $254,934, with a contingency amount of $25,500, to install new landscaping within US 41 medians from north of Coconut Road to south of Williams Road.  The proposed improvements will remove plants that are not doing well within the medians and replace them with plants that have performed better in similar roadway locations.  There will be some small trees added along with understudy plantings which meet DOT’s requirements.

Three Oaks Parkway monument sign contract

Council approved a supplemental task authorization to a contract with P&T Lawn and Tractor to construct and install a monument sign on Three Oaks Parkway, just south of Estero Parkway, for a cost of $74,449, with a contingency of $7,500.

The contractor is expected start the project within 30 calendar days from the notice to proceed and construction is expected to take approximately 45 calendar days to complete.

Workshop

Sandy Lane bike/ped improvements project update

Public Works Director David Willems gave an in-depth update on the Sandy Lane bike/ped improvement projects which extends from Corkscrew Road to Broadway Avenue East.

Sandy Lane does not currently have any bicycle or pedestrian facilities along the roadway so residents are required to walk in the roadway or along the roadway shoulder.

The plan calls for a crosswalk at Corkscrew Road; 12-foot off road concrete bike/ped path in those areas where possible, reduced to an 8-foot path were necessary; a pedestrian bridge over the Estero River; lighting; grasses and water tolerant plants in the swales, and a variety of trees and shrubs along the pathway.

The Village’s consultant is nearing completion of the project’s design and is working to obtain the permits required to build the project.  Construction is proposed to start north of the river in December.

No voting occurs during workshops.
