The meeting started with Vice Mayor George Zalucki presenting Mayor Joanne Ribble with the Florida League of Cities “Home Rule Hero Award.”  Ribble was honored for being a champion in the defense and protection of municipal Home Rule.  This is the fifth time Ribble has been honored with this award from the Florida League of Cities.

Ordinance 2025-05 – Capital Improvement Plan

Ordinance 2025-04 – Land Development Code flood amendments

As part of the Village’s October 28, 2024 Corrective Action Plan required by FEMA, the Village agreed to review its Land Development Code floodplain regulations to make changes where appropriate. The Village’s floodplain regulations have not been updated since November 16, 2022. Due to the recent hurricanes, it became evident that some revisions were needed.

Staff has prepared changes in the ordinance, including the following:

  • Variance Process – clarify process due to inconsistent language in the Code
  • Non-conversion agreement for elevated homes
  • Clarify specific use of FEMA Elevation Certificates for all flood hazard areas
  • Clarify specific use of FEMA Dry Floodproofing Certification form
  • Limit of partitioning of enclosed areas below flood

Ordinance 2025-06 – Mayfair Village rezoning

This is a rezoning for 7.5 acres of property located at the southwest corner of Sandy Lane and Broadway Avenue East. The site is vacant and is proposed to be rezoned to Residential Planned Development for 17 single family residential units.

Ordinance 2025-08 – Unsafe structures

Code Enforcement

The Village does not have a property maintenance code or process for dealing with unsafe structures through Code Enforcement. Unsafe structures can pose life safety issues for inhabitants and neighbors. The staff has been investigating models of property maintenance codes with the intent of proposing a new code in the near future. Adopting the unsafe structures ordinance is a first step that will assist the Building Official and Code Enforcement with recent problems.

Zoning Ordinance 2025-02 – Home2 Suites at Coconut Point

This was the public hearing to consider an amendment to the Coconut Point Mixed Use Planned Development zoning for a 2+acre area in the back parking lot of the Coconut Point Mall adjacent to Via Coconut Point. It also included amendments to the Development of Regional Impact (DRI) for Coconut Point.

The applicant is proposing to develop a 111-room, 4-story hotel, north of The Residences and south of the movie theater. The approved zoning allows the hotel use, but the maximum number of hotel units in the approved zoning and Development of Regional Impact will be exceeded, necessitating amendments to both the zoning and Development of Regional Impact.

Public comment: A resident expressed concerns regarding additional traffic existing Via Monte Carlo Way.

The applicant requested to continue the public hearing, as to condition 10. to July 2.

Annual financial report for fiscal  year ended September 30, 2024

Jeff Tuscan, CPA, Tuscan &. Company, PA, presented this annual financial report.

In compliance with Florida Statutes 218.39, the Village’s financial statements have been independently audited by Tuscan & Company, PA, a firm of licensed certified public accountants. The report provides details of operations for the twelve months ending September 30, 2024. The independent auditor has issued an unmodified (“clean”) opinion on the Village’s financial statements for the fiscal year ended September 30, 2024.

No voting occurs during workshops.
