Coconut Pointe Residences at Brooks Town Center
The Board started their meeting with a public information meeting for Coconut Pointe Residences at Brooks Town Center’s request for a development order. The developer is proposing to demolish the existing Winn Dixie building in The Brooks Town Center in order to build a four story 154-unit multifamily building in the parking lot.
The 9.95-acre parcel is located at the northwest corner of Coconut Road and Three Oaks Parkway.
Public Comment: 14 eComment cards were placed into the record and 8 residents spoke of their concerns regarding traffic, parking, and aesthetics.

Coconut Pointe Residences at Brooks Town Center
The applicant was requesting final plan approval and three deviations to redevelop a portion of the existing shopping plaza known as The Brooks Town Center, a 9.95-acre site at the northwest corner of Coconut Road and Three Oaks Parkway.
The applicant is proposing to demolish the vacant building that formerly housed Sweet Bay and then the Winn Dixie grocery store, and replace that and a portion of the parking lot with a multiple family building with 154 units at a height of 50 feet (4 stories). The remaining part of the shopping center with assorted retail uses and a bank would remain. The applicant provided a traffic analysis that indicates that the multiple family building will generate significantly less traffic than the grocery store.
The project enhancements proposed by the developer will include: enhanced architectural design, enhanced landscaping and partial decorative wall along Three Oaks Parkway and Coconut Road; concrete block construction for multiple family building; 3 enclosed garages as well as covered parking bays; an outdoor lap pool and outdoor kitchen; a dog park; developer will refresh and upgrade existing shopping center with paint, new lighting fixtures in the parking lot, and updated monument signs; developer will construct paver block crosswalks to provide pedestrian connectivity between the multifamily and commercial uses, along with a high level of amenities for residents.
The Board voted to approve this application with conditions.
Estero Bay Chevrolet lighting upgrade deviation
The applicant was requesting approval of a deviation of the current Land Development Code (LDC) to change the lighting Correlated Color Temperature (CCT) as required by Section 5-604 E 1 of the LDC from 3000K to 4000K or 5000K lighting. The 3000K was added to the current LDC on 1/27/2021 to minimize the light pollution within the Village of Estero. The Estero Bay Chevrolet is immediately adjacent to the Island Club at Corkscrew Woodlands residential subdivision.
The Board voted to approve the applicant’s request at 4000 K due to the fact that it would be an improvement over what is currently existing on the site and would be an improvement for the neighboring community due to the amount of light spilling into their community.
Via Coconut development order
Estero 5, LLC presented their request for a development order for Via Coconut’s mixed-use development of 330 multi-family units, 27,310-square feet of commercial uses, and a one-acre public park on Via Coconut Point across from Genova.
The public amenities include a dog park, pocket park, meandering multi-use path, fishing pier with bike rack and the one-acre park being donated to the Village. Their plans call for multi-family buildings, commercial with potential restaurants and retail, and the park.
They will have a mixture of lakes and stormwater vaults and a filter marsh, and two access points on Via Coconut with a future pedestrian and vehicular access to the west.
There was a long discussion regarding drainage.
Public Comment: 4 eComment cards were placed into the record and 2 residents spoke of concerns regarding traffic and flooding.
The Board voted to approve this application with staff stipulations.
