The Village of Estero has hired Mary Gibbs to serve as the Village’s Community Development Director and Kathleen Hall to serve as the Village Clerk.
Mary Gibbs recently retired from serving as the Director of Community Development for Lee County. She had 30 years’ experience working with the County and during her tenure she had become known as a leader in one-stop permitting and other process efficiencies, including the expansion of electronic services.
In her new position, she will be providing information to the public, builders and developers about the Village’s land use policies and procedures.
Gibbs, a nationally certified planner with an MBA from Florida Gulf Coast University, will supervise and coordinate the land use and permitting process with respect to zoning, planning, building and development requests.
She also will be advising and assisting the Village’s Planning and Zoning and Design Review Boards in all of their meeting preparations, hearings and deliberations. And she will serve as the principal liaison with the Lee County Department of Community Development with respect to all code enforcement activities.
Kathleen Hall is serving as the new Village Clerk. In this position, she is responsible for giving notice for all public meetings and workshops to Councilmembers, Planning and Zoning Board and Design Review Board members, and the public. She will be keeping the journal and minutes of the proceedings of the Council and all boards and committees, which will be public records.
Hall will authenticate by signature and record all ordinances, resolutions and other official acts of the Council, boards and committees, be the custodian of the Village Seal and all public records. In addition, she will have the power to administer oaths and be responsible for the disposal of public records in compliance with the State of Florida public records disposal procedure. She will also perform such duties as may be assigned by the Village Manager.
Hall has served as a municipal Clerk, Elections Officer and Records Manager for more than 30 years. She is a certified Master Municipal Clerk and comes to Estero having served as the Deputy Clerk in Sanibel. She has also been a Clerk in Salem, Oregon, Temple Terrace, Florida and Jacksonville, Oregon.
Gibbs and Hall will report to the Interim Village Manager Peter Lombardi.
