Village Hall lease agreement

The Village of Estero leases the first two floors of the building at 9401 Corkscrew Palms Circle.  Village Manager Steve Sarkozy has negotiated a second amendment to the lease agreement with Hamleg Corkscrew, LLC (the landlord) which provides a new lease at the current rate with an expiration date of February 28, 2029, with the option of renewals.   The second amendment also provides for a new method of calculation of common area maintenance fees.

Council approved this second amendment.

US 41 north monument sign contract

Council approved a Supplemental Task Authorization (STA) for the engagement of P&T Lawn and Tractor to construct and install a monument sign on US 41 north with landscaping at a cost of $73,375, with a contingency of $7000.

The contractor is expected to start the project within 30 calendar days from the notice to
proceed. Construction is expected to take approximately 45 calendar days to complete.
Note: similar projects have experienced significant delays getting power from FPL.

Resolution 2023-28 Adoption of moratorium

At a recent Council meeting, the Councilmembers discussed the need to revise the Village’s regulations regarding the size and height of accessory garages in the RSF zoning district.  The Village staff has begun the adoption process for Ordinance No. 2023-03, which would put in place the desired changes.

However, to minimize the risk of any applications for such garages being submitted before the ordinance can be adopted, the Village Attorney recommended adoption of Resolution No. 2023-28, which adopts a short-term moratorium on the Village staff’s acceptance or processing of construction applications for such garages. The moratorium would only remain in place until the earlier of the ordinance’s adoption, or 90 days.

Council voted to adopt this resolution.

Ordinance 2023-03 amending Land Development Code to revise standards for  detached residential garages

The Village of Estero Land Development Code was adopted in January, 2021. The Code contains a provision pertaining to the size of residential accessory garages. Upon further review, staff is suggesting additional changes relating to a maximum height for garages in certain residential zoning districts.

Council passed this first reading of this ordinance and set a second reading for November 15, 2023.

Corkscrew Road Path, Landscaping, and Lighting Project Update

The Village of Estero’s consultants, Jeff Nagle and Leah Holmes with Johnson Engineering, provided an update on the 2.85 mile Corkscrew Road path, landscaping, and lighting project.

The project starts at Ben Hill Griffin Parkway and extends east to Bella Terra Blvd.

The plant palette includes a variety of palm and canopy trees, accent trees and accent palms, as well as large and small shrubs, grasses and groundcover.  There will be special flowering plant material at the pedestrian seating area east of Stoneybrook Drive on the north side of Corkscrew Road.

The lighting will be pendent side mounted lights, similar to those on Estero Parkway.  The lights will be 40 ft. tall at the roadway; there will also be 20 ft. tall lights along the meandering pathway.
