Public Information Meeting – Miromar “Playland”

 Miromar “PlaylandMiromar Outlet Mall is proposing to relocate their existing play center and add an interior climbing wall, outdoor seating, shade structures on brown poles and decorative bronze railing for containment.

This 3800 square foot “Playland” is located in the northwest corner of the mall, south of the lake. (Presentation)

Public Information Meeting – University Self Storage

University Self StorageRepresentatives for University Highlands presented their proposal for a self-storage facility.

The proposed structure is three stories high with 725 storage units, 700 square feet of general office space and 31 parking spaces.  This property is located on a two acre site on the west side of Ben Hill Griffin Parkway, across from Grandezza and south of Estero Parkway.

The building would be in shades of beige, cream and green with white awnings and white shutters, with a tile roof.  There will be elevators near the entrance and the hours of operation will be 10 a.m. – 8 p.m.

The Board made a number of comments regarding the architecture, including the fact that the roof needs vertical massing, and landscape improvements could include trellises.  (Presentation)

Public Information Meeting – Sunmart Convenience Store/Gas Station

The applicant is proposing to remove their existing monument sign to install a code compliant monument sign at their location at 21481 S. Tamiami Trail, located east of US 41, approximately 1,000 feet south of Corkscrew Road & US 41 intersection, next to Wendy’s.

The Board suggested the cornice be enlarged with columns and with a full base.  Staff  suggested the architecture needs to meet 25 per cent. (Presentation)

Public Hearing – Miromar Design Center monument sign

Miromar Design CenterThe Miromar Design Center Monument sign was originally permitted by Lee County in 2015 but not constructed. That permit has expired and a new permit is required to construct the monument sign.

The Miromar Design Center Monument is located at 10800 Corkscrew Road, East of I-75 and south of Corkscrew Road.  The sign was modified as to the amount of crown and location of the address as previously suggested.  (Presentation)

Workshop – ABC Fine Wine & Spirits

 ABC Fine Wine & SpiritsThe applicant is planning a new, one-story, 12,360 sq. ft. building at the Paradise Shoppes of Estero, where they are currently operating a store.

They have changed the tile to a lighter color of taupe, changed the building colors to a Mediterranean pallet, and changed the awnings from brown to Cajun red, added medallions, among other items.  The monument sign is now wider with two columns.

The Paradise Shoppes of Estero is located at 21700 S. Tamiami Trail, west of US 41 and south of Pelican Landing Drive.

The Board made a number of comments including the entrance on the west side is more what Estero is looking for. (Presentation)

Workshop – Aldi at Estero Town Center

Aldi at Estero Town CenterRepresentatives for Aldi at Estero Town Center were looking for feedback on their site plan, landscaping and architectural design for a 21,982 square foot grocery store located on the east side of US 41/S. Tamiami Trail, just north of the existing Walmart at Estero Parkway.

This new site plan restores the US 41 access, which means the applicant will need a deviation from the Land Development Code requirements regarding connection separation standards.

Among a number of changes, the applicant has reoriented the building location, added an 8 foot wall on top of a 3 foot berm on the eastern side of the building, added a pedestrian connection, reduced the number of parking spaces, increased the roof slope, and enlarged the columns based on comments from the Board and the public.

The traffic engineer stated that FDOT has reviewed the impact of the traffic generated by the store and would approve the right in, right out access.

The Board stated the applicant has done a good job but also pointed out that the billboard adjacent to the store is a prohibited element.

Public Comment: Four residents from neighboring communities spoke of their concerns about traffic, safety and stormwater issues.

Ordinance 2017-11 – Information Item

This ordinance amends Ordinance 15-01, the ordinance that established the Design Review Board and the Planning and Zoning Board. Amendments are proposed to revise sections relating to membership, quorums and ethics, and conflict of interest.

There was a lengthy discussion by the Board of this item, with concerns specifically about the representation on the board and the ethics section of this ordinance.
