The applicant was requesting outdoor Consumption on Premises for their restaurant previously occupied by Zoe’s Kitchen in Coconut Trace at 22941 Lyden Drive. The restaurant will be serving breakfast and lunch selections, soups and sandwiches from 7:00 a.m. to 3:00 p.m. Monday through Sunday.
The Board approved this application with conditions.
4741 Broadway Avenue West (Cooper property) rezoning
Charles and Sandra Cooper were requesting a rezoning of their property from Agriculture to Residential Single Family in order to construct a single-family home on the property. The triangular parcel is located east of Estero River Heights and the existing 100-foot FPL right of way, and west of Cranbrook Harbor.
The Board voted to recommend Council approve this application with conditions.
Discount Tire
The applicant proposes to construct a 7,020 square foot building, with parking areas, perimeter landscaping buffers, stormwater management system and supporting infrastructure utilities and access to Corkscrew Commons Drive. The store will sell, install, rotate and align automotive tires by drive-up service.
The building, located at 10411 Corkscrew Commons Drive, will be Spanish-Mediterranean architectural styling, with a tile roof and earth tone stucco façade finishes. The roll-up doors will face the north, not Corkscrew Road or Corkscrew Commons Road.
The Board approved the development order and monument sign with staff’s conditions.
Ordinance 2025-14 amending the Land Development Code to include “Recovery Home” accommodations
The Board reviewed this ordinance creating legislatively mandated regulations regarding recovery residence accommodation requests. There are different levels of certified recovery residences or sober homes, with some that house those who have been sober for 9 or more months to homes for people who need supervision.
The Village is obligated to adopt this ordinance containing the minimum requirements set forth in Florida Statutes § 397.487.
The Board voted to recommend Council adopt this ordinance.
Workshop
Eco-Historic Planning Study
Community Development Director Mary Gibbs gave an update on this study.
The Village received a CDBG-DR grant for $450,000 for an Eco-Historic Planning Study. The study covers an approximately 1,000-acre area that includes properties along US 41 from Estero Parkway to south of Williams Road, including the Koreshan State Park and Village property along the Estero River.
Land Design ,Inc., and its subconsultants are evaluating the area, including opportunities and constraints of the natural environment as well as economic/market demand to develop a vision, recommendations and master plan.
Carrie Reed, Land Design, gave this presentation to the Board.
