The River of Life Assembly of God is planning to replace their existing monument sign with a new, double-sided, non-illuminated sign.  The church is located at 21580 River Ranch Road, on the west side of the road, north of Block Lane.

The Board voted to approve this application.

Corsa at Estero Crossing residential development order

The applicant was requesting approval of their development order for the 306 multi-family residential units in three-story buildings and 15,546 sq. ft. of commercial space of the mixed use planned development.  Estero Crossing is located west of I-75 south of Corkscrew Road and east of Lowe’s Plaza.

The majority of the 60,000 square feet of commercial uses is located on the north side of the reverse frontage road.  The 15,546 sq. ft. of commercial is in a portion of the first floor of building No. 6 of the residential unit, which is on the south side of the reverse frontage road.

The proposed monument sign for the residential project meets the minimum requirements. The commercial signage for the 1st floor commercial in Building No. 6 will be reviewed with each sign permit application.

The Board voted to approve the development order as described in the staff report.

Riverwoods Plantation pickleball courts

Riverwoods Plantation

The applicant is requesting a special exception in order to add 4 pickleball courts on the south side of their existing tennis courts. Riverwoods Plantation is a mobile home park with 640 home sites located west of US 41 and north of Broadway West.

The pickleball courts would be placed on an 18-acre site at their entrance. There are 4 existing tennis courts currently being used for pickleball from 7:30 – 9:30 a.m., before the tennis play. There is an existing hedge row bordering the property.

Pelican Sound River Club zoning amendment

The applicant is requesting to amend the Pelican Sound zoning and master concept plan to allow pickleball facilities.  Pelican Sound is located west of US 41 and north of Williams Road.

For the pickleball facilities, they will be maintaining an enhanced buffer, using specialized sound proofing and the players will be using “quiet” or “green zone” equipment.  The schedule for play will be between 8 a.m. and dusk.

They also are requesting limited outdoor entertainment at the River Club on Thursdays and Saturdays from 5 – 9 p.m. or with a special event permit from the Village. The music would be shielded by the club structure and preserve, which is oriented away from the surrounding property owners.

Arcos Executive Center

The applicant will be requesting a development order for their proposed 45-ft., three-story, 66,000 sq. ft. office building located at 10170 and 10150 Arcos Ave., Plaza del Sol on the northeast corner of Corkscrew Road and Three Oaks Parkway.

There is a short-term, in-patient rehab center interested in occupying the first two floors of the building, with the third floor being used for office space.

The applicant studied the adjoining Houck Medical building and surrounding buildings when addressing the architecture and colors for their building.  The existing trees on their property along Corkscrew Road will be retained.

Estero on the River/Happehatchee Comprehensive Plan amendment and rezoning

The Village has initiated a change to the Comprehensive Plan Future Land Use Map from Village Center to Public Parks and Recreation to protect the unique qualities of the site, allow for recreation and civic uses, as well as provide public access to the Estero River.  The approximately 32 acres of the Estero on the River property is located at the northeast intersection of US 41 and Corkscrew Road, south of the Estero River.

The Village purchased the property in 2019 and shortly thereafter acquired the Happehatchee site.  The goal is to protect the site by changing the Future Land Use from Village Center to Public Parks and Recreation, and rezoning from Mixed Use Planned Development (MPD) and Agriculture (AG) to Park and Community Facilities (PCF). The rezoning and future land use designations would better match the intended uses of the sites.

Public Comment:  1 resident spoke about the importance of protecting this site for the future due to its environmental value.

The Board voted to recommend Council transmit this amendment to the state with the addition of adding the comment to look at long-term development in order to attract people to the site, such as Lakes Park.

Comprehensive Plan Amendment – Property Rights Element

Florida Statute requires that “each local government include in its comprehensive plan a property rights element to ensure that private property rights are considered in local decision making.”

This amendment is reviewed through an expedited review process that requires a recommendation from PZDB and a decision by the Village Council at two meetings: transmittal and adoption hearings.

The Board voted to recommend Council transmit this amendment to the state.
