The meeting started with a short briefing on the Estero on the River property by Community Development Director Mary Gibbs and Public Works Director David Willems.  This is the 67-acre property off of US 41 and Corkscrew Road.

The portion of the property south of the river will be rezoned for park and open space public use. The Village plans to construct walking trails as the first phase. The property contains several older buildings and structures that had previously been identified as potential historical resources.

The Village hired Archaeological Consultants, Inc., to conduct a Cultural Resource Assessment Survey Update.  The structures located where the trail would be located  were found to be in ruinous condition and not of historic significance.

Spring Run at The Brooks

Spring Run Golf Club was requesting a development order and deviation for parking for their proposal to expand their clubhouse, add an outdoor bar and dining area for casual dining, add one additional bocce ball court  and an improved pool deck.

Spring Run is able to provide a total of 189 parking spaces with a new parking area and some restriping of the lot, but is 9 spaces short; therefore, a deviation was required.

Spring Run Golf Club is located in The Brooks off of Coconut Road.

Public Comment: 8 residents spoke in favor of this clubhouse expansion.

The Board voted to approve this application.

Representatives for Miromar Outlets were requesting a zoning amendment to replace and reposition their four project identification signs.  The existing signs are over 20 years old. They would be replaced with a more modern style with multicolored “ribbons”.

Miromar Outlets is located at the northeast quadrant of I-75 and Corkscrew Road.

Public Comment: 1 eComment card was received in favor of the design.

The Board’s vote was tied at 4-4. The Village Council will make a decision at an upcoming meeting.

Workshop

Genova

Representatives for Genova were requesting a zoning amendment to an approved planned development.  They are proposing to construct two-story, 2000 sq. ft. under air villas and two-story, 2000 sq. ft. under air townhomes instead of the original condominium buildings 5 and 6.

Each townhome unit will have two garage parking spaces and each villa will have a minimum of one garage parking space.  There will be two visitor parking spaces per unit.  A sidewalk will make a loop around the lake with benches, which will present a park-like setting.  They plan to provide a six-foot high metal fence around the project, a 5-6 ft. high hedge in front of the fence as well as enhanced landscaping within the project.

Genova is located on Via Coconut Point and Corkscrew Road.  Here is their presentation.

Public comment: Earlier, there was a petition signed by 67 residents opposed to the single family units and two eComment cards opposed to the parking, color and architecture of the single family units.  There were also letters from the HOAs summarizing their concerns.  Several Genova residents spoke with a mixture of comments.

Public Information Meetings

Estero Crossing

The applicant is requesting a development order for a 4,700 square foot building consisting of two retail spaces, with a Dunkin drive-thru.

The building will include barrel tiled roofs, detailed roof gables, stylized windows, white smooth finished stucco, and balconies with rustic wood detailing.  It will be the same paint/roof colors to be consistent with the two other commercial buildings.

Estero Crossing is located west of I-75, south of Corkscrew Road and east of Lowe’s Plaza.

Public Comment: 1 eComment card was received with concerns regarding the stacking of cars for the drive-thru.

The applicant is requesting a rezoning from commercial to residential to allow for the development of a 44-unit residential community with single family attached villas with a pocket park.

The property is located on the corner of Three Oaks Parkway and Williams Road and is surrounded by residential communities.
