Estero Sports Park (leased property)
Council approved a contract with Perez Planning + Design LLC for design services for the Estero Sports Park. The contract amount is $321,990, with a contingency of $34,000.
Among the contractor’s responsibilities are preparing a master plan, holding 2 meetings for public input, guidelines for the site layout, and preparing a pattern book that summarizes the project’s design.
The site is approximately 100 acres which will eventually be shared by the Village, Estero High School, County and residents. The property is located adjacent to the Estero High School and Estero’s Entertainment District on Williams Road.

Estero on the River construction manager at risk contract – Phase 2 preconstruction services
Council approved a contract addendum with Manhattan Construction for Phase 2 preconstruction services. The contract amount is $350,100 with a contingency of $35,000.
Phase 2 improvements are proposed to include additional walking paths, an eagle nest observation area, a decorative fence along US 41 and Corkscrew Road, a chain link fence along Seminole Gulf Railway, a new sidewalk along Corkscrew Road, pedestrian crossing off of Corkscrew Road and Sandy Lane, and relocation of the US 41 sidewalk.

Disaster training programs development contract
Council approved a supplemental task order with Hagerty Consulting, Inc. not to exceed $300,000 to assist the Village in developing written procedures and training for pre- and post-disaster. This will assist the Village with meeting FEMA requirements.
- Substantial Damage/Substantial Improvement written procedure and staff training
- Recommended permit process improvements, implementation and training
- Recommended improvements for community outreach, and standardized processes and training
- Clear identification of staff roles and responsibilities and develop training plans.
First reading
Ordinance 2024-13 – Estero Townhomes
There was a first reading of this ordinance for the proposed Estero Townhomes to be located on the northeast corner of Sandy Lane and Corkscrew Road. The applicant is requesting a rezoning for this 21.4-acre site, which is currently vacant. Their plans callfor 154 two-story townhomes at a height of 35 feet in 5-, 7- and 9-unit buildings.

Council passed this to a second reading on October 16, 2024.
Ordinance 2024-15 – Declaration of local emergencies
Recent tropical storm/hurricane activity in the Gulf of Mexico caused the Village to examine its current local emergency declaration code procedures. In light of state and local measures, and in an effort to further streamline and modernize the Village’s emergency declaration rules, the Village Attorney has proposed amendments to the Village code.
There was a first reading of this ordinance. Council passed this to a second reading on October 18, 2024.
Second reading and public hearing
Ordinance 2024-11 – Via Coconut
This is a zoning amendment for a 20-acre property at the southwest corner of Corkscrew Road and Via Coconut Point. The project was previously approved by Council in October 2021 for a mixed use project with 330 multifamily units, 29,600 square feet of commercial use and 10,000 square feet for a church or alternative commercial use.
The applicant was requesting revisions to the master concept plan, pattern book and deviations, but the total number of residential units and commercial square footage will remain the same.

Council voted to approve this zoning amendment with a number of conditions.
