ad valoremResolution 2022-27 – final millage rate

Council approved this resolution adopting the ad valorem taxes for Fiscal Year 2022-2023 at a millage rate of 0.75 mills, which is a reduction from the prior year’s rate of 0.77.  Council has voted to reduce the tax rate every year except the first year following incorporation and in 2020 due to COVID.  Estero’s tax rate is the lowest in the region.  Here is the resolution.

Resolution 2022-28 – Fiscal Year 2022-2023 Budget

budgetCouncil approved this resolution adopting the budget for FY 2022-2023 at a total of $42,508,620.

The Fiscal Year 2022-2023 budgeted expenditures are as follows:

General Fund $ 7,659,890

Special Revenue 1,342,000

Capital Projects 33,452,430

Driving Range Fund 54,300

Total All Funds $42,508,620

Ordinance 2022-06 – Comprehensive Plan amendment – Property Rights Element

State law requires each local government to include a Property Rights Element in its Comprehensive Plan to ensure that private property rights are considered in local decision making.  A Comprehensive Plan amendment was submitted in July for review by the State and other agencies.  Council voted to adopt this ordinance.

Ordinance 2022-07 – Comprehensive Plan amendment – Estero on the River property

This ordinance pertains to an amendment to the Comprehensive Plan for the rezoning of properties in the 31.5-acre portion of Village property east of US 41, north of Corkscrew Road and south of the Estero River.  This will change the zoning from Village Center to Public Parks and Recreation to protect the unique qualities of the site, allow for recreation and civic uses, as well as provide public access to the Estero River.

The Village recently paid off the debt on this property and is now debt-free.

Council adopted this ordinance.

Ordinance 2022-08 – Comprehensive Plan Rezoning – Estero on the River property

This ordinance pertains to an amendment to the Comprehensive Plan for the rezoning of properties in the 31.5-acre portion of Village property east of US 41, north of Corkscrew Road and south of the Estero River.  This will change the zoning from Mixed-Use Planning Development and Agriculture to Public Parks and Recreation to protect the unique qualities of the site, allow for recreation and civic uses, as well as provide public access to the Estero River.

Williams Road Bike/Ped Improvements Update

Public Works Director David Willems gave a presentation on alternate concepts for the Williams Road bike/ped paths.   These new concepts include 7 foot meandering bike lanes on both sides of the road (on road and off road) and a 10 foot meandering pedestrian sidewalk on the north side of the road, separating the bikes from pedestrians to improve safety.


Council actually started this meeting at 3:30 p.m. by conducting a number of public hearings.

Resolution 2022-22 – West Bay Island Club

Council approved with two deviations the final plan for West Bay Island Club, a 270 foot, plus 20 foot for roof-top equipment, multi-family high-rise building over parking.

This is the last high-rise project in the West Bay community.  It consists of a multi-family residential building containing 86 units, 23 stories over parking, with an amenity area/pool, landscape, signage, dog park, accessory buildings, parking lots, and sidewalks.

The Island Club will be located at the west end of Williams Road in the West Bay Club.

Resolution 2022-29 – Replat Island Club tower at West Bay

Council adopted this resolution approving the replat of Tract MF-1 and Tract LK 5-02 of West Bay.  The plat is a “map” that depicts lots, open space, preserves, lakes and the general configuration of the property for the first phase.  The plat is the last step in the process to enable units to be sold and developed.

Ordinance 2022-09 – Conflict of Interest – Planning, Zoning & Design Board

Council passed the first reading of this ordinance and set a second reading and public hearing for October 5, 2022.

Ordinance 2022-10 – Estero Town Center (Wawa) zoning amendment

This ordinance pertains to a request for a zoning amendment for Estero Town Center to allow for a Wawa convenience store/gas station at the site of the former Ruby Tuesday restaurant.  The request includes a fast-food restaurant on a different lot within the shopping plaza.  Estero Town Center (Lowe’s Plaza) is located at the southeast corner of Three Oaks Parkway and Corkscrew Road.

Public Comment: 1 eComment card was received in support of this zoning amendment.

Ordinance 2022-11 – Milan Villas rezoning

This ordinance pertains to a rezoning request to allow Milan Villas to develop a 44-unit residential subdivision on 10 acres located at the northwest intersection of Three Oaks Parkway and Williams Road.

Council passed the first reading of this ordinance and set a second reading and public hearing for October 5, 2022.

Ordinance 2022-12 – Land Development Code amendment

The Land Development Code was adopted by Council in January, 2021. This amendment is necessary as the definition for lot coverage is creating problems with existing and new developments.
