Public Comment on non-agenda items: George Zaluki, Chair, Board of Directors, Estero Forever Foundation (EFF), gave an update on the Foundation’s Hurricane Ian relief fund. To date, about $91,000 has been donated by Estero residents, churches and businesses. All monies will go to Estero residents who were drastically affected by the hurricane, primarily those residents along West Broadway. The EFF is partnered with the Village of Estero, the ECCL and the Greater Estero Chamber of Commerce in this relief effort. It’s easy to donate. Go to the Foundation’s website where you may donate online or get information on how to donate by check. It’s one way we all can help our neighbors who have suffered many losses.

Ordinance 2022-17 – Flood Insurance Rate Maps

FEMA has advised Council the revised Flood Insurance Rate Maps effective November 17, 2022, must be adopted by ordinance. There have been modifications to the previous maps, with some areas being added to the floodplain. Council passed this first reading of this ordinance and set a second reading effective November 16, 2022.

Ordinance 2022-12 – Land Development Code amendment for lot coverage

The Land Development Code was adopted by Council in January 2021, which included a definition for lot coverage. Lot coverage refers to the percentage of a lot that can be covered by structures.

Council voted to adopt this ordinance.

Ordinance 2022-13 – Land Development Code amendment for flood hazard reduction standards

This amendment is necessary to comply with Federal Emergency Management Agency (FEMA) policy in order for the Village to continue to participate in the NFIP Community Rating System program.

Ordinance 2022-14 – Coconut Trace zoning amendment

The applicant has requested a zoning amendment for a 3.5-acre site to allow a Real Estate Sales Center for London Bay Homes located on the west side of US 41 north of Coconut Road across from Coconut Point Mall.

This proposal is for a 40,000-square foot, two-story multi-tenant building, with a Real Estate Sales Center located in a ground floor unit for London Bay which is developing property at the west end of Coconut Road in Bonita Springs. The Sales Center will be dealing with real estate sales of that project.

Ordinance 2022-15 – Pelican Sound zoning amendment

The applicant has requested a zoning amendment to allow Recreation, including Pickleball, as an Accessory Use in the Golf Course Maintenance and Storage Area located on the north side of Williams Road, west of US 41. They are planning 8 courts with noise abatement screening and sound deadening equipment. Play will be from 8 a.m. to dusk.

Ordinance 2022-16 – Genova zoning amendment

This ordinance relates to the applicant requesting to amend their zoning in order to revise the type of housing and reduce the number of units on the unbuilt portion of their property located on Via Coconut Point and Corkscrew Road.

They plan to replace the previously approved 68 multifamily units in two condominium buildings with 20 detached villas and 11 townhomes. Colors of the buildings as well as the landscaping will be similar to the existing buildings/landscape.

Public Comment: 2 eComment cards were received as well as 1 letter in support of this application and 1 letter in opposition. Two Genova residents spoke in opposition to this request; 2 Genova residents spoke in favor of this request.

Council voted to adopt this ordinance with conditions.
