Resolution 2025-04 – Establishing a policy regarding Council approved proclamations
In light of the many proclamation requests received by the Village each year, this resolution formalizes a policy on the subject so that, moving forward, there will be known criteria and a uniform method of review.
Village Attorney Robert Eschenfelder surveyed a wide variety of similar policies from around the state and this resolution is a compilation of the best of those policies.
Council adopted this resolution.
Resolution 2025-07 – Shadow Wood Lifestyle Center final plan approval
Shadow Wood Country Club was requesting final plan approval and one deviation for a proposed Lifestyle Center. A final plan approval process is required under the County zoning resolution for The Brooks before the applicant can receive its site plan approval and building permits.
The project will be located at the golf club parcel on Oakwilde Boulevard at Shadow Wood at The Brooks. Proposed renovations include adding a 33,000 square foot Lifestyle Center building with 6 indoor pickleball courts, restaurant, pool and reconfiguration of the parking lot and tennis courts.
Council approved this zoning resolution.
Resolution 2025-08 – Corkscrew Road Landscape maintenance agreement
The Village’s consultant, Johnson Engineering, has been working to obtain the permits from Lee County and Florida Department of Transportation (FDOT) that are required to install the proposed median landscaping along Corkscrew Road from Corkscrew Woodlands Blvd. to Ben Hill Griffin Parkway.
FDOT required Village Council to pass a resolution approving the proposed landscape maintenance and installation agreement and authorizing the mayor to execute the agreement. This is the next step to getting the permit.
Council approved this resolution.
Second amendment to public improvement agreement between the Village and High 5 Up Top LLC
On April 2, 2025, the Village and High 5 entered into a first amendment to the agreement to incorporate the final footprint of the sports and entertainment facility.
Both parties have acknowledged the need to ensure the Village continues to have the legal authority to finalize the preparation of the High 5 parcel to be “pad ready” after title transfers to High 5. This requires a construction easement to be agreed to by High 5. As a result, both parties have agreed that certain provisions in the initial agreement, as amended by the first amendment, should be amended. Estimated date for High 5 opening is August of 2026.
Council adopted this second amendment.
Resolution 2025-09 – FDOT $300k grant for Broadway Avenue West design
In 2023, the Village requested, through the Florida House of Representatives, $1.3 million in funding to support the Broadway Avenue West improvements design. The grant is managed by FDOT. The Village was recently notified by FDOT that $300,000 was approved to off-set the cost of Broadway Avenue West design improvements from US 41 to the end of the road.
FDOT requires a Council resolution approving the grant award.
Council adopted this resolution.
First Reading
Ordinance 2025-02 – Home2 Suites at Coconut Point
This is an amendment to the Coconut Point Mixed Use Planned Development zoning for a 2+acre area in the back parking lot adjacent to Via Coconut Point. It also includes amendments to the Development of Regional Impact (DRI) for Coconut Point.
The applicant is proposing to develop a 111-room, 4-story hotel, north of the Residences and south of the movie theater. The approved zoning allows the hotel use, but the maximum number of hotel units in the approved zoning and Development of Regional Impact will be exceeded, necessitating amendments to both the zoning and Development of Regional Impact.
Council passed this first reading of this ordinance and scheduled a second reading for June 4, 2025.
Workshop
Proposed Capital Improvement Plan
Public Works Director David Willems presented the preliminary Fiscal Year 2025 -2026 Five-Year Capital Improvement Plan. This included a discussion on each project included in the plan as well as a discussion of changes from the previous year’s plan. The two major projects are the Sports Park and the Utility Expansion Project.
