This was followed by Mayor McLain presenting a proclamation for the former Vice Chair of the Planning, Zoning & Design Board Marlene Naratil.  Naratil was one of the original board members and had served on the board for six years and seven months.

Mayor McLain then presented keys to the city and resolutions were read and adopted honoring former Councilmembers, Vice Mayors and Mayors Katy Errington, who represented District 4, Jim Boesch, who represented District 5, and former Councilmember Jim Wilson who represented District 7.  All three served on the Village’s original Council, and had served two consecutive terms of four years each, thus they were termed out.

Congratulatory letters for all three former councilmembers were received from State Senator Kathleen Passidomo, who was represented by Paul Hayden, and Fort Myers Mayor Kevin Anderson, among others.  (See slide show for additional photos.)

Resolution 2023-09 – Planning, Zoning & Design Board reappointments

Council adopted this resolution reappointing three existing members to the Planning, Zoning & Design Board: Barry Jones, Kristin Jeannin and Jim Wallace. Their three-year terms will run 5/1/23 – 4/30/26.

Estero Parkway Phase 1 reuse main design contract

Council approved the supplemental task authorization to a contract with Johnson Engineering for the phase 1 reuse water main at a cost of $89,858, with a contingency of $9,000.

This project addresses water quality and water quantity, and will allow for less impact on the environment.

Village Staff is proposing to hire Johnson Engineering, Inc. to design, permit, and provide grant funding assistance for the extension of the reuse water main from Three Oaks Parkway to the western end of Rookery Point. Extension of this reuse main will allow the Village to reduce or eliminate the need for the most eastern irrigation well on Estero Parkway. This will also provide Rookery Point access to reuse water along their northern property boundary.

After the reuse main is designed and permitted, Johnson Engineering will help the Village submit grant applications to obtain additional funding for the project.

Williams Road widening preliminary design and engineering

Council authorized Staff to negotiate a contract with the Number 1 ranked firm, Kisinger Campo & Associates, to provide professional consulting services for the Williams Road Widening Preliminary Design and Engineering Project.

Williams Road is currently a two-lane road. The development of the North Point property, located north of Williams Road between US 41 and Via Coconut Point, is expected to require Williams Road from US 41 to Via Coconut Point to be widened from the existing two lanes to four lanes. The first step in widening Williams Road is to hire a consultant to assess the corridor and then design and permit the required improvements.

Revisions to contract for disaster management services

Council authorized Village Manager Steve Sarkozy to renegotiate and execute the renewal of the Hagerty Consulting, Inc. contract for four additional one-year terms under the same terms and conditions.  The contract also includes two task authorizations for Resiliency Task Force assistance and Hazard Mitigation Grant Applications. The estimated fees for these two tasks are $306,150.

Council Communications

Councilmember Rafael Lopez reminded residents of the Collier-Lee Honor Flight which is scheduled to take place on Saturday, April 29.    The group’s mission is to transport local veterans to Washington, DC, to visit memorials dedicated to honor their service and sacrifice.  Residents are invited to go to the RSW airport at 8 p.m. to welcome these brave heroes home.
