The meeting started with a public hearing for the Coconut Office Center monument sign at 23421 Walden Center Drive, located on the west side of US 41, just south of Coconut Road. The applicant was requesting to replace their existing monument sign with a new sign which incorporates the approved gray and white colors of their office building.

Public Information Meetings
Ginsberg Eye Ophthalmology
The applicant was presenting in preparation of a development order for a two-story 14,840+ square foot building on Unit D1 of 204 Corkscrew Palms Blvd. on the south side of Corkscrew Road. The Ginsberg Eye Ophthalmology medical office would be located on the second floor, with the first floor being available for tenant space. They explained the building will be painted in three colors to match the colors of the surrounding buildings. They plan to have several outdoor chairs for public use.
The Board suggested the west side of the building could use some additional design work.

Island at West Bay
The applicant is requesting a final zoning plan and development order for a 270 foot, plus 20 foot for roof-top equipment, multi-family high-rise building over parking.
The project exceeds the required 60 percent open space. They plan an active pool deck on the roof, non-reflective glass windows, a fountain at the building entrance, tropical landscape, a dog walk and a water feature Island sign as you approach the project.
The Island will be located at the west end of Williams Road in the West Bay Club.

LB Estero Bay Investments LLC
The applicant is requesting a Planned Development amendment to allow for a 39,079 square foot, two-story multi-use London Bay real estate office building at 22951- 2961 Lyden Drive, off of US41 across from Coconut Point Mall.
The proposed paint colors are Earth tone and the roof will be a barrel tile roof.
Board comments included suggestions regarding pedestrian connections and public seating.

Estero on the River and Happehatchee properties
The Village has initiated a Comprehensive Plan amendment and rezoning for approximately 32 acres of the Estero on the River property located at the northeast intersection of US 41 and Corkscrew Road, south of the Estero River.
The Village purchased the property in 2019 and shortly thereafter acquired the Happehatchee site. The goal is to protect the unique qualities of the site by changing the Future Land Use from Village Center to Public Parks and Recreation, and rezoning from Mixed Use Planned Development (MPD) and Agriculture (AG) to Park and Community Facilities (PCF). The rezoning and future land use designations would better match the intended uses of the sites.
Phase 1 of the project includes protection of the river and the heritage trees, and passive recreation with a walking trail. Additional walking trails will be added in Phase 2.

The Florida statute requires adoption of the property rights element prior to adoption of any other proposed plan amendments initiated after July 21, 2021.

Conflict of Interest
The Board recommended an exception for the three design professionals: architect, engineer and landscape architect.
In addition, the Board voted to recommend Council appoint Marlene Naratil Vice-Chair of the Planning, Zoning & Design Board.
