The Board conducted a public hearing for the School District of Lee County. The School District was requesting a Comprehensive Plan Amendment to develop an elementary and middle school on Three Oaks Parkway.

The 68.5-acre undeveloped parcel is located south of Copper Oaks, southeast of the Post Office and bounded by Three Oaks Parkway on the west and I-75 on the east.

The School District purchased this land in 2003.

Their plans call for the school to open in August 2023, operate from 8:55 a.m. – 3:55 p.m., and include 2,350 students and 175 employees. (Presentation)

Public Comment: One resident expressed concerns about the wetlands and traffic, one suggested access/egress off of Corkscrew Road.  Two eComment cards were read into the record in support of the school.

The Board requested more information on traffic, vehicle routing and stacking, and student numbers, and voted to continue this application for 30 days.

Corkscrew RoadThe Board conducted a public hearing for Ordinance 2020-11 amending conditions associated with the development of Estero Crossing as they relate to the proposed traffic signal.

Over the past year, the Village has worked with Lee County, Plaza Del Sol, Estero Town Commons (Lowes Plaza) and Estero Crossing to get a traffic signal at Corkscrew Road and Puente Lane constructed.

Stock Development is paying their share and the traffic signal is in the works, which will take about 1 year.  (Ordinance)

The Village is still working with the others involved to receive their proportionate shares.

The Board voted to recommend Council approve this ordinance.

planning graphicThe Board then addressed Ordinance No. 2020-10 pertaining to the Land Development Code.

Village consultants Clarion Associates and Johnson Engineering conducted a public hearing on the proposed Land Development Code (LDC).

The LDC, which is required by the state, provides standards for all development and re-development in the Village.  It addresses architecture, open space and parking, landscaping, sidewalks, bike/ped improvements, traffic and stormwater and the types of permits required for these projects.  (Presentation)

Public Comment: A letter was read into the record addressing 9 points pertaining to landscaping.

The Board voted to recommend Council approve this ordinance.
