Progress Report on Local Mitigation Strategy
The Village is required to conduct a yearly review on the progress of Local Mitigation Strategy projects, which serves as the flood mitigation plan. This requirement allows the Village to maintain its current Community Rating System (CRS) classification of 6, providing Estero residents with policies issued under the National Flood Insurance Program a discount rate of 20%.
Council approved the Progress Report on Local Mitigation Strategy for inclusion in the Village’s recertification to the Insurance Services Office (ISO), Verisk Analytics.
Vulnerability Assessment contract
The Village was awarded a Community Development Block Grant-Disaster Recovery (CDBG-DR) grant for $450,000 to prepare a Vulnerability Assessment for the Village of Estero. This will be a comprehensive assessment of the Village’s vulnerabilities to environmental conditions, including storm surge flooding, rainfall flooding, sea level rise, and drought conditions.
Council approved a contract with APTIM Environmental & Infrastructure to prepare the Village’s Vulnerability Assessment for $425,500, with a contingency of $42,000 for additional services that may be required to complete the project.
Estero Sports Park CMR contract

Council approved a contract with Suffolk Construction to serve as Construction Manager at Risk (CMR) for the Estero Sports Park for $4,743,487, with a contingency of $470,000.

Landscaping, mowing & irrigation services
Council approved awards of landscaping, mowing and irrigation services for Village roadways for Mainscape, Inc., in an amount not to exceed $1,432,600 annually, and to P & T Lawn & Tractor, for an amount not to exceed $581,107 annually.

Ordinance 2025-03 – Repealing Article III of Chapter 10 of Village Code regarding disaster recovery
When the Village became incorporated, it largely adopted significant portions of the Lee County Code as its “starter code” to ensure both continuity and that it had some regulatory scheme for its operations.
It has been determined that the provisions of the County Code be repealed in the ordinance as they are no longer consistent with actual Village operations.
Council voted to adopt this ordinance.
Workshop
Substantial Damage Administrative Procedures
FEMA required the Village to prepare a Substantial Damage Administrative Procedures Plan along with other items. The Village hired Hagerty Consulting to prepare this Plan along with a “Section 1206 Protocol”.
Purpose of the plan includes improving disaster management, response and recovery while ensuring the Village is FEMA compliant during rebuilding.
