Utility Expansion Program Construction Manager at Risk (CMAR)

Council approved the ranking of the construction manager at risk firm for this project to be Wright Construction.  Village staff will work with Wright Construction to negotiate a CMAR contract, including pre-construction services.

The Village’s consultants are nearing completion of the design and permitting for the following Utility Expansion Programs: Cypress Bend, Sunny Groves, Estero Bay Village,  Broadway Ave. West (Estero River Heights, Charing Cross Circle, Luettich Lane, and Sherrill Lane) and Highlands Ave.  Funding is in place for the Cypress Bend and Sunny Groves projects.

This is a water quality project for the Estero River.  The State of Florida has identified the river as impaired for bacteria and Estero Bay as impaired for nitrogen. Septic tanks are a source of both bacteria and nitrogen. Removing septic tanks, especially those that are located close to the Estero River or close to ditches/swales that flow to the river, is critical in reducing the bacteria and nitrogen discharging to the Estero River.

Public Comment:  A resident asked that the Village keep the residents of Tanglewood Lane in mind when addressing utility expansion.

Council approved the ranking of construction management firms for this project: 1-Manhattan Construction, 2-Wright Construction, 3-Chris Tel Construction, 4-Seagate Development Group, 5-Brooks & Freund.

Village staff proposed the Village hire a Construction Manager at Risk (CMAR) to construct the proposed Estero on the River Phase 1 improvements, and design, permit and construct the Phase 2 improvements.

The proposed Phase 1 improvements include an entry drive and parking lot off County Road, a restroom building, a bridge over the Estero River, and a path on the south side of the Estero River.

The proposed Phase 2 improvements will include additional paths on the south side of the Estero River, a fence around the property south of the Estero River, and a path along the north side of Corkscrew Road.  The additional paths will make it possible to walk through the area during the eagle’s nesting season.

The CMAR firm will act as the Village’s representative and manage all aspects of the project.

Council approved the ranking of construction management firms for this project as recommended by the Village’s selection committee. 1 – Wright Construction, 2 – AIM Construction, 3 – Chris Tel Construction, 4 – American Infrastructure Services.

Village staff will work with Wright Construction to negotiate a CMAR contract, including pre-construction services. Pre-Construction services will include plan reviews, cost estimates, cost reduction recommendations, utility coordination, project schedules and bidding for the project.

The project is located along Corkscrew Road from Ben Hill Griffin Parkway to the eastern side of Bella Terra. The project will include 10-ft wide pathways on both sides of the road, landscaping within the median and both sides of the road, and decorative street lighting along the roadway.

Ordinance No. 2024-07 – 811 Broadway East (Old Post Office)

Council passed the first reading of this ordinance.  It pertains to an amendment to the Commercial Planned Development zoning for a 1-acre site on 8111 Broadway East.

There will be a second reading and public hearing on Wednesday, June 19, 2024.

Ordinance No. 2024-06 – Capital Improvement Program

Council passed this second reading of this ordinance.

The Capital Improvement Program will set the funding for the Village Capital Improvement projects for Fiscal Year 2024-2025 and provide a plan of priorities for the next 5-years. A summary of the proposed capital expenditures for the upcoming fiscal year is as follows:

Workshop

In compliance with Florida Statutes 218.39, the Village’s financial statements have been independently audited by Tuscan & Company, PA, a firm of licensed certified public accountants.

Jeff Tuscan, CPA, Tuscan & Company, gave a presentation of the Annual Comprehensive Financial Report for the Fiscal Year ending September 30, 2023.

No voting occurs during workshops.
