Lien Mitigation Request – Racetrac Petroleum, Inc.

Council tabled for two weeks review of the lien mitigation request from Racetrac Petroleum, Inc., located at 22350 S Tamiami Trail.  The station had been in violation of the Village’s signage codes by covering more than 30 percent of their windows with promotional materials; this has since been rectified.  Council recommended Racetrac’s corporate offices be made aware of Estero signage regulations and to make sure any current signage issues are rectified before this lien mitigation be addressed.

Ordinance No. 2020-02 – amendment to Transitional Land Development Code regarding impact fees

OrdinanceThis ordinance addresses a minor amendment to the Transitional Land Development Code pertaining to the use of impact fees, to clarify that road impact fees can be used for “multimodal” projects, which would include sidewalks, bikeways and similar pedestrian improvements, including stand-alone projects.  (Ordinance)

Council approved moving this ordinance to a second reading on March 4, 2020.

Ordinance No. 2019-23 – amendment to the Comprehensive Plan regarding Water Supply Facilities Work Plan

Florida Statute Chapter 163.3177 requires local governments to prepare a Water Supply Facilities Work Plan and incorporate relevant water supply projects into the Comprehensive Plan within 18 months after the applicable water management district approves or updates its Regional Water Supply Plan.

The Village’s Comprehensive Plan has been found to be in compliance and is effective as of late November 2019. This amendment can now be adopted.

Council approved adoption on this second reading of this ordinance. (Ordinance)

Workshop

Parks, Recreation and Open Space Master Plan Update

parkVillage consultant David Barth  provided a summary of efforts taken to complete the Master Plan along with the recommendations provided within the Master Plan.

Over 800 Estero residents were involved in this planning process through online surveys, a public workshop and focus groups.

Topping the Needs Assessment Priorities list of desirable amenities was natural areas/nature parks followed by multipurpose trails, a performing arts center, sidewalks, restrooms for existing parks, community gardens, athletic fields and boating access.  Desired programs include community special events, fitness/wellness programs, nature programs/environmental education and senior leisure program.

Barth stated that the Needs Assessment Priorities list should to be updated every five years as trends change.  (Presentation)
