Public comment on non-agenda items: 1 resident spoke of the upcoming Light Up Estero event to be held at 4 – 7 p.m. on Saturday, December 2, and the Veterans Day event from 11 a.m. – 2 p.m., Saturday, November 11.  Both events will be held at the Estero Community Park.  1 resident spoke of a concern in his neighborhood.

Resolution 2023-27 Revisions to Council Rules of Procedure

Village Attorney Robert Eschenfelder presented revisions to the current Rules of Procedure for discussion at an October 4 workshop.  Eschenfelder made additional revisions requested by Council at that workshop, which are included in the new procedures.

Council adopted this resolution.

8801 Corkscrew Road structure demolition RFB 2023-4

On June 21, Council approved a Request for Bids for Southwest Builders Inc. to demolish the old structure located at 8801 Corkscrew Road which is on the Estero on the River property. This was approved with the stipulation that the Estero Forever Foundation had 90 days to come back to Council with a proposal to make the necessary repairs to the building, as well as the funding to pay for the repairs.  In September, the Estero Forever Foundation voted to abandon the effort to save the building due to the extensive mold and animal infestation.

In addition, Archeological Consultant, Inc. completed a Cultural Resource Assessment that included this property.  It was determined this structure does not appear eligible for listing in the National Register of Historic Places.  The Estero Historical Society will be allowed to retain items they deem to be useful prior to demolition of the building.

Council approved the award of Request for Bids No. RFB 2023-04, 8801 to Southwest Builders Inc. to demolish the structure at a grand total cost of $106,890, with a contingency of $10,689.

Legislative Priorities

Village Staff has identified projects (map) that could produce the most benefit to Village residents with State funding in the 2024-2025 Fiscal Year.  Staff is recommending six Legislative priorities in the following order. Costs are total project costs. The Legislative funding request will be half the project costs.

  1. Highlands Ave. Septic-to-Sewer
  2. Sunny Groves UEP
  3. Estero Bay Village UEP
  4. Cypress Bend UEP
  5. Broadway Ave. West Improvements
  6. River Oaks Preserve

Council approved this list of priorities.

Ordinance 2023-07 Habitat Community Development District

Community Development DistrictCouncil approved the second reading and public hearing for this ordinance pertaining to the Habitat property in the residential community of Bella Terra located on the south side of Corkscrew Road adjacent to RiverCreek on the west and the Village limits on the east.  The Board of Supervisors for Habitat CDD had requested additional powers to include security.
